"Ultimately what we're trying to do is find solutions to age old problems by really thinking outside the box," Gossett said. "One thing that gets talked about is, insanity is doing the same thing over again and expecting a different result. We have to find better solutions to the problems we have. We can't just take people and throw them into a jail or prison."
