Putnam, West Virginia judge wants teen drug court
Putnam's County's new circuit judge has applied for a federal grant to establish a teen drug court, and hopes to see the program in place by mid-year.
Circuit Judge Philip M. Stowers, who defeated incumbent Judge Ed Eagloski in November, has assembled a group of people to make the program work.
"I've talked to a lot of professionals in Putnam County who are truly interested in helping teens," Stowers said. "They tell me surely we have a place for this model."
